Lip liners make lipstick go from a plain voom to VA VA VOOM!

Lip Liners are traditionally used to define the shape of the lip (or correct any imperfections in the lip line) and also to keep lipsticks from bleeding into the small creases around the lips.

Pencils can also be used to make your lips appear fuller. Add dimension by simply outlining the lips, then use your pencil to solidly color the middle section of the bottom lip. On the top lip you will solidly color in the areas just below the two points. Add lipstick over the top, and voila, perfect pouty lips.
